LONDON, Sep 8 – Prince Harry and Meghan, Duchess of Sussex, were reportedly caught off guard by the way Buckingham Palace publicly released a letter confirming that they remain non-working members of the royal family despite their return to the United Kingdom.
The letter, sent on behalf of King Charles III to senior government and military officials, was released to the media on Monday and reiterated the boundaries surrounding the Duke and Duchess of Sussex’s relationship with the monarchy. According to a person familiar with discussions between the palace and the couple’s representatives, Harry and Meghan were given limited time to review the document before its contents became public.
The couple’s representatives received a copy of the letter one hour and 12 minutes before it was distributed to news organizations, the person said. The short notice reportedly created further difficulty because Prince Harry was attending a meeting and could not be reached until just two minutes before the letter was released.
The document made clear that the couple’s status within the royal family has not changed following their return to Britain. Harry and Meghan will continue to be regarded as non-working royals and will not resume the official duties they left behind in 2020.
The letter also reaffirmed that they would continue to refrain from using their formal styles of His Royal Highness and Her Royal Highness, following the arrangements established when they stepped away from their roles as senior working members of the royal family.
Any charitable or public work carried out by the couple will be undertaken in a private capacity, according to the letter. It also stated that operational decisions concerning their security remain the responsibility of the appropriate police and security authorities rather than Buckingham Palace.
“To help avoid doubt or confusion, The King has directed that this information be shared,” the Lord Chamberlain, the senior official responsible for aspects of the royal household, said in the letter.
The timing and public release of the document have drawn attention because Harry and Meghan’s return to the United Kingdom had already generated intense discussion about their future relationship with the monarchy. While the couple remain members of the royal family, the latest communication from the palace underlined that their previous decision to leave official royal duties continues to define their formal status.
Harry and Meghan stepped back from their senior royal roles in 2020 before moving to North America. Their departure followed a period of discussions with Queen Elizabeth II and other senior members of the royal family over how the couple could balance personal and commercial ambitions with their responsibilities to the monarchy.
At the time, the late queen made it clear that the arrangement could not involve a part-time role in which Harry and Meghan continued to represent the monarchy officially while pursuing independent commercial ventures. The couple subsequently lost their positions as working royals and began building an independent life outside Britain.
Their move to North America later resulted in major commercial partnerships, including deals with Netflix and Spotify. The decision to pursue those opportunities became an important part of the debate over their separation from the royal household.
When Charles became king in 2022, he maintained the position established under Queen Elizabeth, meaning Harry and Meghan would remain outside the group of working members of the royal family unless a different arrangement was formally established.
The latest letter indicates that no such change has taken place.
The reaction surrounding its release also reflects the continuing sensitivities connected to Harry and Meghan’s presence in Britain. Their relationship with the royal family has been closely examined since their departure, particularly because of public disagreements, interviews and other developments that have exposed tensions within the family.
Some observers of the monarchy have expressed concern that a prolonged or expanded role for Harry and Meghan in Britain could create the appearance of a separate royal operation alongside the official institution represented by King Charles and the working members of the family.
For Buckingham Palace, the distinction between a private member of the royal family and a working royal remains particularly important. Working royals carry out official engagements and represent the monarch at public events, while Harry and Meghan are no longer expected to perform those responsibilities.
Security is another major issue likely to remain at the center of discussions surrounding the couple’s return.
